Can I place an order for a different partner?

Yes, you can place an order from your personal account for another person (recipient registration is not required) and send them a payment link. However, PV points for the order will be credited to the structure of the personal account from which the order was placed. For correct point allocation to the desired partner, the order must be placed from their personal account.
